It's called the Potion of Fairy and you need two dragon scales, two lucky horse shoes, two fairy dust and two ogre snot to make it.
As you've probably guessed, if you drink this potion, you turn into a fairy.
The color you as a fairy depends on the color of your penguin at the time. Also, you can also become an ogre sized fairy if you use the ogre size potion with the potion of fairy as well.
