Clubherbert.com Mysterious Machine

Hey everyone! Clubherbert.com, Herbert's official website hasn't been is much use since he tried to take over the galaxy at the Star Wars Takeover. But clubherbert.com has been recently updated.

There's a set of blueprints for this strange machine. You can tell it's been especially designed for Herbert, as the activate button is in the shape of a paw. What do you think this machine is for?
